Board of Governors to vote on five-year UF presidency contract for Stuart Bell Wednesday

The vote will finally take place after a delayed confirmation process, leadership turnover and continued debate over transparency in the presidential search process

Nearly a month after UF’s trustees unanimously selected Stuart Bell as the university’s next president, the state’s highest higher education board will finally decide Wednesday whether to make it official. 

It comes after some of the most chaotic leadership transitions in UF history — the resignation of former President Ben Sasse, the collapse of Santa Ono’s candidacy and debate over the transparency and political influence of UF’s presidential search system. 

An unexpected delay blocked Bell’s confirmation vote after Board of Governors chair Alan Levine wrote in a letter to Chancellor Ray Rodrigues he wanted to address broader governance concerns in the final vote, which was intended to occur June 24. Trustees voted June 10 to appoint Bell interim president beginning July 1 to avoid a leadership vacuum while awaiting the statewide board’s decision.

Wednesday’s vote is expected to do more than confirm Bell’s appointment. Rather than voting on whether Bell should serve as interim president, the Board of Governors will consider a five-year employment agreement that would formally appoint him as UF’s 14th president.

If approved, his tenure would extend through June 30, 2031.

Bell’s proposed presidential contract outlines a five-year term beginning July 1, 2026, with an annual base salary of $2 million, eligibility for annual merit increases of up to 3%, performance-based incentive compensation and retention payments. 

Should Bell leave the presidency after completing his term or be removed without cause, the agreement also guarantees him a faculty appointment in UF’s Department of Mechanical and Aerospace Engineering. 

While this decision could end years of leadership turnover, it may not end debate over the process that brought him here. 

“The secrecy of the presidential search and the ‘sole finalist’ phenomenon are problematic, which the faculty union has always opposed,” wrote Meera Sitaram, the president of the United Faculty of Florida-UF chapter, in a Saturday email to The Alligator. 

Sitaram also pointed out the “sea of interims” across university leadership, arguing years of turnover among presidents, provosts, deans and department chairs have created instability within the institution. 

She argued Bell’s confirmation represents only the latest chapter in a yearslong lack of stability at UF, citing Sasse’s resignation, Ono’s failed appointment and what she described as political influence over university governance.

For other members of the UF community, the pattern of leadership transitions has left lingering concerns about institutional direction and accountability.

Alumnus Diego Scarrone, who studied political science at UF and graduated in December 2024, said the recent cycle of presidential changes reflects a broader shift in how university leadership is being shaped. 

Scarrone referenced the collapse of former University of Michigan president Ono’s candidacy earlier in the search process, suggesting political alignment may have played a role in the selection process. 

“When you compare candidates with strong academic leadership experience to those without university administration backgrounds, it raises questions about what criteria are actually being prioritized,” he said.

If approved, Wednesday’s vote could finalize UF’s leadership transition, setting the university’s direction for the next five years.
