Debra and Jerry Minor are Whitney Scott-Parker’s mother and stepfather. Whitney and her partner, Kelton Parker, have been together for 5 years, and brought their daughter, Mackenzie Parker, to the Clerk of Courts office Wednesday evening to get married.
